Biak, is a 600km2 island off West Papua. There are 22 poor villages with each consisting of 400 to 1500 ethnic villagers. The people in Yenburwo, one of the villages, live side by side with nature, untouched by outside influences. They had their first taste of modernization when electricity was installed in September 2005. The village has no piped in water and sanitation facilities. Most of the villagers have no regular income and food is sourced from the jungle, subsisting on one meal a day.

Education for the Papuans starts from the elementary level. In these government-run schools, all children are assumed to already know basic reading and writing learnt from their kindergartens. But there is no kindergarten in most villages, including Yenburwo! These children then struggle through elementary with a poor foundation, progressing on to high school with poor reading or writing skills.

In July 2006, HDI Foundation started to lay the foundation for a basic education system in Yenburwo village by building a kindergarten. About 65 toddlers are now provided with the basic foundation for elementary school. They are also taught the Papuan's unique culture and English. This knowledge will also help in their intellectual, emotional and social development.

The Bubes Wen Chia complex is uniquely designed with the Papuan culture and architecture. It is a multi-purpose hall that is used as a classroom for the younger children in the morning, a study centre for the older children in the afternoon, and by night, an area where adults congregate for social activities. The building also has a kitchen to prepare meals daily to the children to supplement their one meal a day at home.
